The scarcest skills in France in 2026 and how to develop them internally

In 2026, the skills in shortest supply on the French labour market cluster around five areas: AI and data skills (developing, deploying and supervising AI systems), cyber security, technical skills in energy transition sectors (specialist electricians, solar system installers, energy efficiency engineers), nursing and care skills, and customer relationship management augmented by AI. In each of these areas, internal training is a credible alternative to hiring, provided you have a clear skills framework and sufficient time horizon.

What Pôle emploi and France Compétences data reveal

France Compétences publishes each year an analysis of skills in tension based on cross-referencing Pôle emploi data (unfilled vacancies, time-to-fill) and vocational training data (volume of training delivered, post-training employment rate).

The five most persistent high-tension skill areas over 2023–2026 are as follows.

Advanced digital skills (AI, data, cyber security). The shortfall is estimated at 250,000 profiles in France in 2026 according to Syntec Numérique. Time-to-hire for these profiles reaches 4 to 9 months in major cities, and salaries have risen 25% to 40% since 2022. Initial education does not fill the gap: IT degrees produce around 80,000 people per year, while market needs are estimated at 120,000 additional profiles annually.

Energy transition occupations. Installing and maintaining photovoltaic systems, energy renovation of buildings (insulation, heat pumps, double-flow ventilation) and electrical grid engineering have been in severe tension since 2023. The building energy renovation plan requires, according to ADEME, training 80,000 additional tradespeople by 2030. This shortage is paradoxical: basic skills exist in traditional construction, but specialisations linked to new techniques are underdeveloped.

Care and personal assistance occupations. The shortage of nurses, care assistants and home helpers has been documented for a decade and is worsening with an ageing population. It is structurally different from the first two because it cannot be solved by training alone: recognition, pay and working conditions are central.

Other tension areas include cyber security specialists and AI-augmented customer operations.

How to develop them internally

Internal development requires a clear skills framework, a 12- to 24-month horizon, and modular learning paths that combine technical upskilling with supervised practice. For the most technical skills, partner with a training organisation that has a validated occupational framework.

When hiring remains necessary

When the need is immediate (less than 6 months) and no internal candidate is close to the target profile, external hiring is unavoidable — but should be paired with internal development to reduce future dependency.
